asked the Secretary of State for War if any record of character is required or heeded in the case of an applicant for a commission in the Army; if he will explain the circumstances in which an officer summarily expelled from Thorneycroft's Horse Regiment in South Africa in 1900 obtained a captaincy in the Royal Irish Regiment in 1902; and the reasons for which the Commander of the Forces in Ireland called upon him to resign his commission in 1908?

As regards the first part of the Question, all candidates or applicants for commissions in the Regular Forces, Special Reserve, or Territorial Forces are required to produce certificates as to character. As regards the second part of the Question, no such officer can be traced.
