§ Mr. CHURCHILL:I understand that the Committee to which my hon. Friend refers is the Departmental Committee on Railway Accounts appointed by the Board of Trade, but I do not see how the report of that Committee when received can bear so directly on the proposals of the Bill in question as to justify me in taking the action suggested.
