§ Mr. BUCHANANThe Reports on the working of Local Boards in Bengal are to the effect stated in the hon. Member's question. These Boards, compared with the District Boards, have very limited functions and responsibilities, and more than two-thirds of the members are appointed otherwise than by election. Proposals for improving the status of Local Boards and enlarging their powers are before the Government of Bengal.
