To ask the Chancellor of the Exchequer if he will publish(a) the recommendations made by the Council of Ministers to the United Kingdom, arising from article 23 of the Single European Act, with reference to economic and monetary union and (b) the Government's response. [17479]

[holding answer 28 February 1996]: Article 23 of the Single European Act, which inserted articles 130a to 130e on economic and social cohesion into the EEC treaty, does not provide for any recommendations relating to economic and monetary union.
