Mr. Betts

To ask the Secretary of State for Scotland if he will provide for schemes so far agreed under the PFI the level of financing costs above the current cost of Government borrowing for the scheme with(a) the highest financing costs and (b) the lowest costs. [5719]

Mr. Kynoch

[holding answer 14 December 1995]: The information is not available in the form requested. It is a fundamental principle of the private finance initiative that when schemes are considered, the overall best value for money in providing a specified service is assessed, taking into account all aspects of design, building, finance and operation as a unified whole.

To ask the Secretary of State for Scotland if he will provide a breakdown of administration costs incurred to date and forecast for the future on PFI work. [5736]

Costs are incurred in addition by Scottish Office policy divisions and agencies and by the NHS management executive in taking forward PFI projects in their particular areas but these are not identified separately from other administrative work or from the costs which would have been incurred in taking forward conventional projects. Administrative costs specifically incurred by other public bodies on PFI work are also not separately quantifiable.

To ask the Secretary of State for Scotland if he will provide revenue forecasts for the current year and the next five years of expenditure on schemes provided under the PFI. [5737]

[holding answer 14 December 1995]: The revenue consequences across all Scottish Office programmes of PFI projects over the three years 1996–97 to 1998–99 are estimated at approximately £140 million in total. These estimates are assumed to include financing, operating, maintenance and all other relevant revenue costs. In practice the size and timing of payments depend on the timing of agreement to, and completion of, contracts and on the delivery of specific services to specified standards.
