§ Mr. Boateng
To ask the Parliamentary Secretary, Lord Chancellor's Department what administrative processes and support functions are included in the statement of service requirements of the local office county court system. [39911]

Mr. John M. Taylor
The question concerns a specific operational matter on which the chief executive of the Court Service is best placed to provide an answer and I have accordingly asked him to reply direct.
Letter from M.D. Huebner to Mr. Paul Boateng, dated 1 November 1995: The Parliamentary Secretary has asked me to reply to your Question about what administrative and support functions are included in the LOCCS Statement of Service Requirements.
The Statement of Service Requirement for the Local Office County Court System procurement project requires bidders to submit proposals for:

provision of the CaseMan service;

provision of the County Court central information systems service;

provision of the County Court Information Systems Development Service.

Bidders may, if they choose, offer to provide other information systems services and other related support services to the Court Service and Lord Chancellor's Department, subject to the restrictions contained in the Deregulation and Contracting Out Act 1994.

SEMA Group plc;

Siemens Business Services Limited;

Unisys Limited.

Huebner to Mr. Paul Boateng, dated 2 November 1995: The Parliamentary Secretary, Lord Chancellor's Department has asked me to reply to your Question about the companies shortlisted for the bidding process for the local office county court system and the criteria for private sector involvement in this.
The Requirements of the Local County Court System (LOCCS) Procurement Project were advertised in the Official Journal of the European Community. The following have been shortlisted:

Electronic Data Systems Limited;

SEMA Group plc;

Siemens Business Services Limited;

Unisys Limited.

Since the cost of meeting the requirements will exceed the Department's financial delegation the Government requires the Department to test the availability of private finance under the Private Finance Initiative. The fundamental principles of the Private Finance Initiative are that:

the private sector contractor must assume genuine risk, and;

value for money must be demonstrated for any expenditure by the public sector.
