To ask the Secretary of State for the Environment what circulars or directives he has issued to local authorities concerning the retention of playing fields and public open spaces in urban areas.

National planning policy for open spaces and playing fields in urban areas is set out in planning policy guidance note 17, PPG 17, "Sport and Recreation", published in September 1993, and in planning policy guidance note 3, PPG 3 "Housing", published in March 1992.
