How they will ensure that President Yeltsin does not make use of Western-supplied money for electioneering purposes.

I refer the noble Lord to the answer I gave him on 27th April 1993 (cols.WA13 and 14) which explained how our bilateral assistance is given. It is not possible to use our help for the purposes referred to. Multilateral programmes to which we contribute are subject to similar safeguards.

While we cannot answer for other Western bilateral donors, we assume they deploy similar measures to ensure that their aid is used for the intended purpose.
