asked Her Majesty's Government:

Whether they have recognised, and whether they have instructed vessels of the Royal Navy, Merchant ships flying the British flag and British-owned ships to observe, the Chinese requirements that permission be obtained for warships to enter the Chinese territorial sea, and that ships carrying nuclear, toxic or other dangerous materials should observe precautionary measures in those waters.

We have neither recognised nor instructed vessels of the Royal Navy to observe the requirements of the Chinese Government that permission be obtained for warships to enter the Chinese territorial sea. It is accepted under international law that ships carrying nuclear, toxic or other dangerous materials are subject to stringent, internationally accepted standards.
