Mr. Cousins

To ask the President of the Board of Trade how many export licences and supply licences issued to companies in respect of exports to Iraq since August 1990 were withdrawn on 28 September; how many have subsequently been restored; and how many new ones have been granted.

Mr. Needham

[holding answer 3 November 1993]: The number of export and supply licences revoked on 28 September were:

All licences granted after 28 September are new licences. Of these, 46 were issued to replace licences which had been revoked, and 41 were in respect of new applications.

No new licences to replace revoked supply licences have yet been issued.

To ask the President of the Board of Trade how many export licences or supply licences have been granted for exports to Jordan since August 1990; and how many such licences previously granted have been operative after August 1990.

Mr. Needham

[holding answer 3 November 1993]: A total of 300 export licences have been issued for Jordan between August 1990 and October 1993. There have been no supply licences issued.

It is not possible to identify those licences issued before August 1990 which were still valid after that date.

The statistics given for Jordan reflects application for licences where Jordan was the final destination of the goods. It should be noted that most of the exports to Iraq for which a United Kingdom export or supply licence has been issued in accordance with United Nations sanctions will have been shipped through Jordan.

To ask the President of the Board of Trade if he will state the number of export licence and supply licence applications to(a) Iraq and (b) Jordan since August 1990, indicating the number of cases where (i) licences were refused and (ii) no licence was deemed to be required.

To ask the President of the Board of Trade how many inquiries his Department are making into export licences, supply licences or other exports from Britain whose end use was Jordan since August 1990 which are or may be in breach of the sanctions regime applied to Iraq; and what action is being taken.

[holding answer 3 November 1993]: It is not the Government's practice to discuss any investigations, ongoing or otherwise, in which DTI is involved.
