To ask the Secretary of State for Scotland if he will introduce into the patients charter a requirement that patients registered with a fund-holding general practitioner are informed as soon as that general practitioner's budget for any element of national health service provision is exhausted; and if he will make a statement.

[holding answer 18 March 1993]: No. At the end of each financial year, health boards are responsible for ensuring that budgets balance and that resources are available to meet all urgent needs.
