To ask the Secretary of State for Scotland (1) if he will list those health boards and regional and island councils which do not provide community care programmes for all those persons who are receiving treatment from a consultant psychiatrist while residing in the community; and if he will make a statement;

(2) what plans he has to introduce a statutory right of access to a social worker and a community care programme for all of those persons who are being treated by a consultant psychiatrist and who live in the community; and if he will make a statement.

[holding answer 18 March 1993]: Under guidance issued in February 1992, health boards and social work departments are required to provide integrated local care programmes for people with a mental illness, including dementia, being discharged from hospital or already in the community. This multi-agency care programme approach which came into operation in June 1992 is designed to ensure that each individual has a care plan developed to meet their particular health and social needs.
