To ask the Secretary of State for Scotland what recent reports he has received concerning the management and functioning of children's homes in(a) Strathclyde and (b) Scotland as a whole; what plans he has to change the way in which such institutions are managed; and if he will make a statement.

A recent review of residential child care throughout Scotland was conducted by the Scottish Office's chief inspector for social work services. His report "Another Kind of Home" was published in December 1992 and its recommendations, including those on the training and recruitment of staff for children's homes, will be taken into account in the forthcoming White Paper on child care policy and law.
