To ask the Secretary of State for Scotland what recent assessment he has made of the effectiveness of existing secure facilities for young people; and if he will make a statement.

Secure accommodation has to be approved by the Secretary of State and for this purpose each unit is inspected formally every three years by the social work services inspectorate of the Scottish Office and by Her Majesty's inspectors of schools. During these inspections regard is paid to the care plans for each child, educational provision, scope for social development, etc. Follow-up monitoring visits are paid. In addition to these inspections a review of the provisions of secure accommodation throughout Scotland and the way in which it is meeting current needs will be carried out in the course of the current year.
