§ Mr. Llew SmithTo ask the President of the Board of Trade what proportion of research contracts administered by his Department's energy technology support unit in(a) 1980 to 1989 and (b) 1990 to 1993 have been contracted to researchers employed by ETSU; and if he will list the annual value to the ETSU for each year since 1980 of research contracts supported by external resources which have been undertaken in-house.
§ Mr. Eggar[holding answer 5 March 1993]As manager of research programmes, ETSU is precluded from contracting research work under those programmes to its own employees.
Before 1989, the Department of Energy was ETSU's sole customer. Since 1989, ETSU has offered its programme management, technology transfer, and strategic studies capabilities to United Kingdom and overseas Government Departments and to the Commission of the European Communities. Income from these new sources was £78,000 in 1989–90, £511,000 in 1990–91, and £1.062 million in 1991–92.
