To ask the Secretary of State for Foreign and Commonwealth Affairs, pursuant to his answer of 23 October,Official Report, column 409, which aspects of the common commercial policy of the European Community are not contained within its policy for a single market; and what aspects of the single market programme are not contained within the EC common commercial policy.

The common commercial policy was established by a separate chapter—articles 110 to 116—of the treaty of Rome. It governs the Community's trade relations with third countries, as distinct from the single market provisions, which deal with intra-Community trade.

Although the functioning of the single market depends, among other things, upon the existence of a common customs tariff, the articles of the treaty, as amended by the Single European Act, which govern the establishment of the single market have no direct bearing on those governing the common commercial policy.
