§ Mr. BowisTo ask the Secretary of State for Education what transitional funding was available and under what formula for polytechnics leaving the local education authority sector; and what are the equivalent figures and formulae for further education colleges.
§ Mr. FormanTransitional funding of some £6 million was allocated in 1988–89 to polytechnics and colleges entering the Polytechnics and Colleges Funding Council sector. Each polytechnic and college transferring out of local authority control received a fixed sum of £40,000, plus a variable component relating to full-time equivalent student numbers.
The Further Education Funding Council has announced allocations for transitional funding in 1992–93 totalling some £15 million for institutions joining the new further education sector. The allocation for each college transferring out of local authority control comprises a fixed sum of £25,000, plus a variable component relating to student numbers at the institution, calculated half by full-time equivalent numbers and half by enrolments.
§ Mr. BowisTo ask the Secretary of State for Education if it remains his policy that the Further Education Funding Council should give priority equally to full-time 16 to 19 years courses and courses which provide for part-time students.
§ Mr. FormanThe Government's aim is that there should be an increase in both full and part-time participation. My right hon. Friend has told the Further Education Funding Council that, in particular, the446W Government attach importance to the achievement of an increase in the participation of 17-year-olds in full-time education and training.
