§ Mr. Archie HamiltonThe strategic environment in which the Government set defence policy and take decisions on the defence programme is set out each year in the "Statement on the Defence Estimates" (SDE) which includes manpower statistics for the three services. As stated by my right hon. Friend the Secretary of State to the House on 30 April, we hope to publish SDE 91 before the summer recess.
