Whether United States war plans in the Middle East, apparently including an invasion of Iraq, have their fully informed consent.

The common objective of the coalition forces is to enforce UN resolutions on Iraq's invasion of Kuwait. Our plans are co-ordinated to achieve that objective as quickly as possible. They do not include the destruction, occupation or dismember-ment of Iraq.
