asked Her Majesty's Government:

Whether, in their view, an invasion of Iraq is unambiguously permitted by the words "peace and stability in the region" in the relevant United Nations Security Council Resolution.

We are attacking targets in Iraq which contribute to sustaining Iraqi operations and the occupation of Kuwait. Any such attacks, if necessary for the purposes specified in Security Council Resolution 678, are fully within the authorisation granted by that Resolution.
