98. Mr. Mullin

To ask the Secretary of State for Social Services what representations he has received on behalf of the National Health Service ancillary staffs seeking an improvement in their pay and working conditions.

Mr. Newton

We have received two requests to meet staff side representatives of the ancillary staffs Whitley Council. Pay and conditions of NHS ancillary staff are matters for negotiation in that council. I have replied that in my view the normal processes of negotiation should be allowed to run their course, and that I would therefore prefer not to meet the staff side at this stage. I expressed my hope that a negotiated settlement would shortly be achieved.

31. Mr. Allen Adams

To ask the Secretary of State for Social Services what plans he has to ensure that health authorities will be in a position to finance an improvement in the pay and conditions of ancillary workers in the National Health Service.

37. Mrs. Golding

101. Mr. Wall

121. Mr. Maxton

To ask the Secretary of State for Social Services what plans he has to ensure that health authorities will be in a position to finance an improvement in the pay and conditions of ancillary workers in the National Health Service.

Mr. Newton

The pay and conditions of service of NHS ancillary staff are matters for negotiation in the ancillary staffs Whitley council. I understand that the current round of negotiations should be resumed later this month.

As health authorities operate within the cash planning system, they are expected to plan flexibly to meet pay increases and other costs from within the pool of resources available to them. This pool includes their increased cash allocations for the year, cost improvement savings and funds raised through income generation schemes.
