To ask the Secretary of State for Social Services what estimate he has made of the numbers of people who, but for child benefit, would be entitled to means-tested benefit; and what would be the number of their dependants.

Mr. Scott

On the basis of benefit rates from April 1988 and expected claiming patterns it is estimated that around 500,000 families with 1 million dependent children would, but for child benefit, be entitled to income-related benefits.
