asked the Secretary of State for the Environment why he refused to grant Newcastle city council disregards for the years 1983–84, 1984–85 and 1985–86, as requested by the council in a letter to him dated 24 May 1985.

In my letter of 23 May 1986 to the hon. Member, I said that the Secretary of State had considered Newcastle city council's representations for disregards before signing the latest supplementary reports for 1983–84, 1984–85 and 1985–86 and explained that the Secretary of State did not consider himself to be under any duty to give reasons for his decisions to refuse disregards.
