asked the Secretary of State for the Environment what proposals he has to vary the grant related expenditure assessment for public transport to spread the costs incurred by Greater Manchester passenger transport authority as a result of establishing the Initial Bus Company in Greater Manchester more evenly between the Government and the ratepayers in the area; and if he will make a statement.

My right hon. Friend is currently consulting the local authority associations on options for changes to grant related expenditure assessments for inclusion in the 1986–87 rate support grant settlement. These include changes to the passenger transport GREA in respect of some aspects of the establishment of public transport companies.
