§ Mr. John Stradling ThomasNo bus substitute service would be introduced before the existing statutory procedures governing the closure of the rail service concerned had been completed. Where a bus substitute service was introduced it would offer a good quality, attractive, guaranteed and, where necessary, subsidised alternative to the closed rail service.
