§ Mr. Jannerasked the Secretary of State for Scotland, pursuant to his reply of 26 April, Official Report, column 580, by whom his Department's policies and procedures were reviewed before the Commission for Racial Equality's code of practice became operative; and when and to whom additional guidance and instructions were issued.
§ Mr. YoungerA review of policies and procedures in the Civil Service generally was undertaken by the Cabinet Office (management and personnel office) in consultation with other Government Departments and a report of the review was published in December 1983, by the Cabinet Office. A policy statement on race relations within the Civil Service was circulated to all staff in my Department in February 1984. Additional guidance was given at that time to staff within my Department who are responsible for personnel management and industrial relations issues.
