asked the Secretary of State for the Environment whether any account is taken in fixing housing revenue allocations for local authorities of the cost to authorities of empty council houses or flats.

In calculating an authority's entitlement to housing subsidy, empty dwellings count as though occupied for the purposes of reckonable expenditure on management and maintenance. In calculating reckonable income, there is an allowance for voids of 2 per cent. plus half of any voids between 2 per cent. and 4 per cent.
