asked the Secretary of State for Education and Science if he will publish the assumptions made by the National Advisory Body on Further and Higher Education in the 1984–85 planning exercise about the level of topping up of institutions' incomes by local authority rates.

The advice submitted by the National Advisory Body for Local Authority Higher Education to my right hon. Friend on the academic plans and associated allocations from the advanced further education pool for 1984–85 made no assumptions about the level of topping up from local authorities' rates.
