§ Mr. Buchanan-SmithUnder the previous scheme, consultants were sometimes regarded incorrectly to be acting for my Department rather than for the clients. Under the new energy efficiency survey scheme, non-domestic consumers will be free to choose whichever consultant they consider appropriate. Advice on suitable consultants will be available from professional and trade associations and from local energy management groups. A grant of up to 50 per cent. of the consultant's fee will be paid for a satisfactory survey.
