§ Mr. Kenneth ClarkeThe report itself pointed to the need for both urgent action and a speedier and simplified consultation process. The timetable for consultation is intended to allow guidance on implementation to be issued early in the new year. If any organisations consulted are in particular difficulties our Department will of course be willing to discuss the problems with them.
