Mr. Frank Allaun

asked the Secretary of State for the Environment how many application forms were distributed and how many collected by tenants interested in purchasing their property in the first four weeks after 3 October 1980; and how many correctly completed application forms were returned by tenants in that period.

Mr. Stanley

Up to October 31 some 730,000 right-to-buy claim forms had been distributed by the Department, including some 57,000 claim forms sent to individual tenants who had requested them by completing the coupon placed in national newspapers.

The other information requested by the hon. Gentleman is not available.

Mr. Thomas Cox

asked the Secretary of State for the Environment what are the restrictions to be imposed on council tenants seeking to buy their council flats with a council mortgage, following his circular on local authority financial cutbacks.

The circular 19/80 on action to correct overspending on local authorities' housing investment programmes (HIP) has no effect on the availability of local authority mortgages for the purchase of council houses or flats since these mortgages do not count against authorities' HIP allocations.
