asked Her Majesty's Government:

Why they cannot elaborate on the information which leads them to the conclusion that a person should not be admitted to the United Kingdom as a refugee, notwithstanding the existence of family ties, when they decide not to grant a letter of Consent to such a person.

Lord BELSTEAD

An application for resettlement in the United Kingdom made from abroad by a person who does not qualify for admission under the Immigration Rules is granted only at the discretion of my right honourable friend. In the case to which I think the noble Lord refers, the decision was taken in accordance with published criteria and the noble Lord was informed that entry clearance was refused because the applicant was not personally acceptable. In many cases the information on which the decision is based must remain confidential.
