19. Mr. Meacher

asked the Secretary of State for the Home Department if he will widen the terms of reference of the working party he has set up to examine implementation of changes in the police complaints procedure.

Mr. Whitelaw

The terms of reference of the working party are:

"To consider how the recommendation in the first triennial review report of the police Complaints Board for an independent element in the investigation of serious complaints against the police might be implemented, and to make a report."

I am satisfied that these are appropriate.
