asked the Secretary of State for Social Services if he will contemplate seeking powers to establish a national hospital sweepstake or lottery to help to defray the costs of running the health service; and if he will make a statement.

The introduction of a national lottery, with proceeds distributed to sport, the arts and other good causes, was recommended by the Royal Commission on gambling. The Government have not yet come to a conclusion on the Royal Commission's recommendations and it would therefore be inappropriate to act as my hon. Friend suggests. I would, however, hope that the health service might benefit were there an eventual decision to establish a national lottery.
