asked the Minister for the Civil Service for what reason retired Senior Service staff are required to forfeit payment of their service pensions if they serve on the boards of nationalised industries; and if the same requirement is applied to retired senior civil servants and other persons in receipt of contributory pension payments resulting from previous employments.

Mr. Channon

Where a retired member of the Senior Service is appointed to the board of a nationalised industry, arrangements are made to secure that total remuneration by way of pension and salary does not exceed the higher of the salary of the former or the new appointment. This is regarded as desirable to avoid excessive total provision from public sources where retired public servants are selected by Ministers to serve on such boards. Similar arrangements are made for civil servants and other public servants in receipt of pension.

Mr. Meacher

asked the Minister for the Civil Service if he will name the individual involved in each case where the Estacode governing the retirement arrangements for civil servants has been breached during the past five years; and on what grounds each of these exemptions was permitted.

Mr. Channon

I assume that the hon. Member has in mind the rules governing the acceptance of business appointments by senior civil servants after their retirement. I am not, however, aware of any cases where these rules have been breached.
