asked the Minister of Transport if, in view of the increasing disturbance caused by noise from small motor cycles especially in built-up residential estates, he will review the adequacy of the existing regulations and the enforcement thereof.

My right hon. Friend proposes to introduce stricter noise limits for new motor cycles in accordance with an EEC directive approved last year. Enforcement of existing noise limits is primarily a matter for the police, but the condition of the exhaust system is one of the items checked as part of the annual MOT test applying to motor cycles after their third year.

I regret that information on causes of accidents is not available on a national basis as it would be necessary to conduct in-depth investigations whose costs would be disproportionate to the benefits that might be expected. Localised investigations are conducted by the transport and road research laboratory from time to time.
