Mr. Carmichael

asked the Secretary of State for Transport if he will set out in the Official Report the capacity criteria used for road designs, showing the upper and lower capacity figures for dual carriageways, trunk roads, and dual two and dual three lane motorways.

Expressed in terms of 16-hour average daily flow for the month in which the heaviset traffic occurs, the upper and lower design flow figures lie within the range:

Dual 2-lane all-purpose road 17,000–45,000
Dual 3-lane all-purpose road 35,000–60,000
Dual 2-lane motorway 35,000–56,000
Dual 3-lane motorway 45,000–85,000

Capacities at or near the top of these bands will only be achievable if the traffic flow is fairly uniform throughout the day and if the proportion of heavy vehicles is not unusually high.
