§ Dr. Summerskill:The penalties for offences against the Licensing Act 1964 connected with under-age drinking were greatly increased by the Criminal Law Act 1977. In the same year the licensing law was amended to allow the police to resume routine visits to licensed premises. We shall continue to keep this problem under review.
