§ Mr. Luard:During his recent visit to Moscow, my right hon. Friend discussed detente in all its aspects with the Soviet leadership. The Soviet authorities are in no doubt about the strength of feeling in this country about human rights, including the right of emigration, and they are well aware that, as my right hon. Friend consistently emphasised, the Government regard progress on human rights as an essential element of detente.
