asked Her Majesty's Government:

When they are likely to reach a decision regarding the commencement of the M23, which has been outstanding since 1969 and has been the subject of three petitions, in view of the grave hardship to many residents living in the area whose properties are adversely affected by planning blight.

The decision on where the M23 will be terminated will depend on the outcome of the discussions with the Greater London Council to which my right honourable friend the Secretary of State for the Environment referred in his Statement of October last on the Greater London Development Plan. My right honourable friend shares the public concern on the question and hopes that the recent withdrawal of the Northern Terminal proposals which were published in 1969, and which blighted about 1,400 properties over a wide area, will go some way to reduce the continuing uncertainty.
