Mr. John Garrett

asked the Secretary of State for Foreign and Commonwealth Affairs why the study of the efficiency and manning of British overseas embassies has been given to the Central Policy Review Staff rather than the Civil Service Department.

The terms of reference for the review which my right hon. Friend announced on 14th January make it clear that this is to be a wide-ranging policy review, starting with a review of our national interests and requirements across the whole overseas field. The nature of the review makes the CPRS the most appropriate body to undertake it on behalf of the Government. The Civil Service Department will, of course, be one of the Departments closely associated with the review.
