§ Mr. Gouldasked the Secretary of State for Foreign and Commonwealth Affairs whether he will list the dependent territories of the United Kingdom where legislation prevents Her Majesty's Government from being able to ratify the United 44W Nations Covenant on Civil and Political Rights; and whether he will give details of that legislation and of any discussions currently taking place to rectify the situation.
§ Mr. EnnalsThe covenants concern matters in which the Governments of many of the dependent territories have constitutional autonomy. It would not be appropriate to disclose the exchanges of views now being conducted with these Governments.
