asked the Secretary of State for the Environment what is the Government's policy towards the continuance of parish councils in former rural areas and the creation of community councils in urban areas; and whether he will make a statement.

Mr. John Silkin

The parish councils in the former rural districts are valuable local bodies and there is no question of abolishing them. Similarly the Government favour the creation of community or neighbourhood councils in urban areas in England, and are considering whether to promote legislation to enable such councils to be given some form of statutory status.
