Mr. Gow

asked the Secretary of State for the Home Department how many applications for confirmation of byelaws relating to the control of bulls have been received by his Department since the publication of the Report on Bulls and Public Footpaths by the Advisory Council for Agriculture and Horticulture in England and Wales; how many have been confirmed; how many have been rejected; and whether it is now his policy to defer a decision on such applications until after consideration of the report has been completed.

Since the Advisory Council's report was published, 23 local authorities have asked whether we would confirm new byelaws relating to the control of bulls. They have all been informed that we would not do so until consideration of the Report had been completed.
