Mr. Adleyasked the Secretary of State for Foreign and Commonwealth Affairs if he will seek to discuss with his colleagues in Western countries the problems caused by convicted criminals, terrorists and hijackers whose offences involve more than one country who, upon sentence, pose a security risk to the State whilst they are held in custody; and if he will seek to discuss with other Governments the building of a prison in a remote area, far from urban civilizations but under the supervision of the United Nations or a similar body.
§ Mr. HattersleyWe are always ready to discuss with other Governments effective measures which will contribute to the prevention of international terrorism and the punishment of terrorists. The setting up of a prison under the control of an international body would pose severe difficulties of a practical nature as well as of principle and is not under consideration.
