asked the Secretary of State for Foreign and Commonwealth Affairs whether Her Majesty's Government intend to sign the United Nations Convention against apartheid.

We strongly condemn apartheid and have ratified the Convention on the Elimination of Racial Discrimination. In respect of the Convention on Apartheid there are some very real problems about adherence since it contains provisions which would violate the principle of international law concerning the proper exercise of criminal jurisdiction and it raises matters of criminal law which are not in accordance with United Kingdom law. In our view the problem of racial discrimination is far more effectively dealt with in the Con- vention on the Elimination of Racial Discrimination, which we shall strictly observe.
