asked the Secretary of State for the Environment if he will introduce legislation forbidding pedestrians to cross roads in larger towns and cities other than at zebra crossings and other similar crossing places.

Mr. Mulley

Experiments in this type of control have not been successful. It raises serious problems of enforcement and public acceptability and for the present I think that persuasion rather than compulsion is to be preferred.
