Mr. Stephen Ross

asked the Secretary of State for Social Services whether she is aware that, due to shortage of finance, the Isle of Wight Area Health Authority has made no financial provisions to aid family planning clinics, which are therefore unable to provide the free service she promised the public; and whether she will take action to deal with this problem.

Dr. Owen

The area health authority is discussing with the Isle of Wight Family Planning Centre future financial arrangements for the provision of family planning services on the island.

The Isle of Wight Family Planning Centre Ltd, registered under the Industrial and Provident Societies Act, 1965 and operating independently of the National Health Service under its own rules, had an agreement with the county council providing for treatment without charge of patients referred by the council, in return for which the council paid an agreed sum.

asked the Secretary of State for Social Services whether she is aware that the Isle of Wight Area Health Authority is unable to provide the service required of it due to a shortage of finance; and whether she will take action to deal with this problem.

As my right hon. Friend announced on 10th July a further £40 million has been set aside for revenue expenditure of health authorities in England to counter the effects of the continuing high rate of price inflation and to meet the potential level of expenditure on the community health services inherited from local authorities on 1st April.
