asked the Secretary of State for the Home Department when he hopes to implement the recommendations of the Wheatley Report on crowd safety at football matches; and if he will make a statement.

Legislation will be introduced as soon as possible. A non-statutory code of practice which will provide guidance on safety measures at sports grounds has already been circulated to a wide range of interested bodies for comment. I hope that in the meantime those concerned will continue to make any necessary improvements to their existing arrangements, in readiness for the 1973–74 football season.
