§ Mr. ChannonAbout 60 per cent. of local authorities in England and Wales operated schemes for reducing rents at 31st March, 1969. The great majority of these are rent rebate schemes where a standard rent is fixed for each dwelling and can be reduced in the light of the tenant's means if the tenant applies for a264W rebate. A small minority of councils operate differential rent schemes where the tenant has to declare his income before the rent of the dwelling is fixed.
